The Food and Drug Administration on Tuesday approved the first generic form of Levitra, the second-most popular erectile dysfunction drug in the United States, as the first to be approved for marketing.
The drugmaker’s move opens up the market for more expensive ED drugs as it tries to avoid generic competition to the blockbuster Viagra.
The FDA has approved several new medications for ED since Viagra’s approval in 1998.
It is the first drug approved by the FDA for marketing since Eli Lilly’s patent expired in 2003.
“This is one of the most significant steps we’ve taken in the history of pharmaceutical marketing,” said Janet Woodcock, director of the FDA’s Center for Drug Evaluation and Research.
“The FDA has carefully weighed the benefits and potential risks of these medications and has approved them accordingly.”
The agency will review the applications and final approval for marketing.
“The decision to approve a new drug is critical for anyone in need of this treatment,” Woodcock added.
The FDA’s review has included three criteria: the drug’s benefits, risks and potential risks, the FDA said.
A generic competitor can be marketed at more than $1 billion a year, according to a by the company. That’s up from $1.9 billion a year in the first nine months of 2012.
The drugs are used to treat erectile dysfunction in men aged 18 to 64 years old. Viagra, the little blue pill, treats the condition only in men.
In the United States, Viagra costs about $100 for a man with erectile dysfunction and about $1,000 for a man who has the condition.
The FDA said Levitra is approved for sale by its manufacturer in the United States, Canada and the European Union.
“We are committed to advancing research and improving drug safety,” the FDA said in a statement.
The drug’s label and warnings include a warning about the potential for adverse effects, the agency said.
In October, the FDA approved Cialis, another popular erectile dysfunction drug, for marketing in the United States.
Cialis is available in both the United States and other countries.
“The FDA is taking important steps to ensure that consumers and healthcare providers receive the most appropriate and safe treatment for their erectile dysfunction,” Woodcock said.
The agency also will review the data on Viagra’s safety, efficacy and potential side effects.
“These findings are very encouraging,” Woodcock said.
Viagra, approved in the U. S., is still the biggest drug market by sales volume. Sales of the drug have increased nearly fourfold since it first came onto the market in 1998.
Originally developed by Pfizer, Levitra was approved to treat erectile dysfunction in men between 18 and 64 years old.
It was approved for marketing in the U. S. last year. Sales of the drug in that country have increased about 40 percent since 2012, Woodcock said.
Viagra in the U. was approved for marketing in the U. K in 2015.
Cialis was approved for marketing in the U. in August 2014, when it was approved for marketing in Canada and the European Union.
Cialis is still the top-selling drug in the U. S., the drug company said.
It was first approved for marketing in Canada in October 2014.
Cialis is still the largest-selling drug in the U. S., sales of which are expected to rise at least two-fold, according to Woodcock, based on data from the Canadian Drug Statistics agency.
Cialis was originally developed by Eli Lilly in a similar drug to Levitra, Viagra’s patent expires in 2017, the FDA said.

There are other new drugs approved for the treatment of ED that have already been approved by the FDA, Woodcock said.
Levitra is still the second-most-prescribed drug in the U. after Viagra and Cialis.
Cialis (tadalafil) is a prescription medication that was first approved by the U. S. 1.Nitrates (e.g., nitroglycerin, isosorbide dinitrate): Cialis and nitrates both lower blood pressure. Taking them together can cause a significant and potentially life-threatening drop in blood pressure (hypotension), leading to dizziness, fainting, or even heart attack or stroke. It is contraindicated to use Cialis with nitrates or recreational "poppers" (amyl nitrites).
2.Alpha-blockers (e.g., prazosin, terazosin, tamsulosin): Both Cialis and alpha-blockers relax blood vessels, which can lead to excessive blood pressure reduction when used together. This may result in dizziness, fainting, or orthostatic hypotension (a sudden drop in blood pressure when standing). If needed, your doctor may adjust the dosage or recommend spacing the medications.
3.Other antihypertensive drugs (e.g., atenolol, propranolol, enalapril, lisinopril): Cialis can enhance the blood-pressure-lowering effects of these medications.
